Eldest surviving son of James Robert Hall JP, DL, of 2 Haldane Terrace, Newcastle upon Tyne, Northumberland, and the late Margaret Isabella Hall.

Percy's father was a partner with the Newcastle firm of solicitors, Messrs Maughan and Hall, of Lloyd's Bank Chambers, Collingwood Street. J R Hall was an Honorary Secretary of the Tyneside Scottish Committee and was heavily involved in the recruitment of the Tyneside Scottish Brigade in 1914-1915. He spoke at a recruiting meeting at the Picture Hall, Crawcrook, reported in the Blaydon Courier on 7th November 1914.
Percy had been educated at Newcastle Grammar School. After finishing his education, Percy joined the training ship Port Jackson, to serve an apprenticeship for the merchant service with Messrs Lewis Heron, of Fenchurch Street, London. When war was declared he returned to England to join the colours.
